Establishing the GCS
​​The Foundation
​​The General Commission for Survey was established in accordance with the Council of Ministers Resolution No.(8) dated 14/1/1427H, corresponding to 13/2/2006G, The Council’s most important decisions are:
  • First: The GCS Board of Directors, acting within the limits of its jurisdiction, may revise the organizational guide.​
  • Second: ​The GCS Civilian employees will be subject to the provisions enacted by the strength of Royal Order No (5464/MB) dated 20/4/1426H.
The Organization of GCS
Organization of the General Commission for Survey​
Article (1):
A survey body called the “General Commission for Survey” shall be created under this Organization to operate as a body corporate reporting directly to the Minster of Defense and shall hereinafter be referred to as “GCS”.
Article (2):
GCS will have its main office in the city of Riyadh. Branch offices may be established by the Board of Directors (BOD).​
Article (3):
The Commission’s main goal is to carry out geodetic, topographic and hydrographic surveys, the production of maps at 1: 25,000 and smaller scales and the establishment and development of geographic information systems relevant to the GCS activities. To achieve its main goal, GCS shall undertake tasks, including but not limited to, the following:
​Develop, implement and maintain technical specifications for geodetic, topographic and hydrographic survey works.
Carry out aerial photography related to its works as well as coordinate, arrange and oversee the aerial photography activities done by other parties.
Establish and maintain geodetic networks to support GCS activities and conduct earth gravity measurements as needed, as well as carry out appropriate measurements needed for hydrographic charting.
Conduct and sponsor research and studies on the survey disciplines relevant to the GCS field of specialty and provide consulting services in the field.
Market and sell its digital and conventional survey products and services and publish its unclassified products from survey and geographical information.
Establish and execute training and development programs relevant to its areas of specialty, as well as addressing the professional development needs of national cadres, within and outside the kingdom.
 Article (4):
The GCS BOD consists of the following members:
  • ​The Minister of Defense, (Chairman)
  • The Vice Minister of Defense (Deputy Chairman).
  • A representative of the Ministry of Municipal and Rural Affairs
  • A representative of the Ministry of Transport
  • A representative of the Ministry of Economy and Planning
  • A representative of the Ministry of Finance
  • A representative of King Abdul Aziz City for Science  and Technology
  • A representative of Saudi Geological Survey
  • GCS President
  • Two persons selected for academic and professional excellence and two others from the private sector and appointed by decree of the Council of Ministers for a 3 – year tenure renewable for one time only.
​Each participating government department shall nominate its representative on the GCS ​BOD. Nominated government representatives must have a minimum position level of Grade15 or equivalent.
Article (5):
The Board of Directors is the highest level of GCS and is empowered to run the commission, create the general policies governing its operations and take all necessary actions to promote its goals and objectives. To this end, it is particularly empowered to:
  • Supervise GCS: technical, administrative and financial activities, check them and approve GCS plans of action.
  • Issue financial regulations for GCS in coordination with the Ministry of Finance.
  • Issue internal administrative and technical rules and regulations for the management of GCS activities.
  • Approve the GCS annual Budget proposal, draft final account, the audit report and annual report as a first step for subsequent submission to competent authorities according to regulation.
  • Decide on the cash compensations payable to qualified experts hired by GCS on temporary grounds and set procedural controls as necessary.
  • Accept the gifts, assistance, grants and donations presented to GCS in accordance with regulations.
The GCS BOD may delegate some of its powers to the GCS President in accordance with rules set by the Board.
Article (6):
The BOD shall meet at least twice a year by invitation of the Chairman of the Board or whenever a meeting is required by at least​ half of the Board members. A valid meeting of the BOD is conditional on the presence of a meeting quorum involving a majority of the Board members who must include the Chairman, the Deputy Chairman or, otherwise, a Board member designated by the Chairman. Resolutions must be passed by a majority vote of the board members attending the meeting. If the voting result stands even, the Chairman of the meeting shall cast the deciding vote. The Board may invite selected personalities to attend its meetings to benefit from their knowledge and expertise but such persons shall have no right to vote. The BOD deliberations and resolutions shall be documented in written minutes of meeting signed by the meeting Chairman and the members of the Board attending the meeting. The BOD may not pass resolutions based on separate and individual consultation of the Board members unless it is deemed necessary to do so, in which case the draft resolution at issue could only be approved by consensus of all members of the board who must give their approval in writing. The resolution, passed through such mechanism, shall be submitted to the first meeting of the BOD to follow for entry in the minutes of the meeting.
GCS will be headed by a president who shall be appointed with excellent grade by nomination of the Chairman of the Board.
The GCS President is the Chief Executive Officer (CEO) in charge of running  the General Commission for Survey and steering its activities .
The focus of these responsibilities shall remain within the limits provided in this Organization and the powers delegated to him by the BOD .
He may specifically exercise the following powers:
  • ​Propose the GCS plans and programs and oversee the implementation thereof.
  • Carry out and follow up the resolutions passed by the BOD and carry out the tasks charged to him by the board.
  • Prepare the GCS budget proposal and the draft final account.
  • Approve payment orders within the GCS approved budget funds.
  • Submit periodic reports to the BOD about GCS operations, accomplishments and activities.
  • ​Represent GCS in contacts or inter relations with other agencies.
The GCS President may act on his discretion to delegate some of these powers to someone else in the GCS management.
 Article (9):
The officers' service regulation and the NCO's service regulation and their respective rules shall apply to the GCS military personnel who will also be subject to the military pensions regulation.
 Article (10):
GCS  Funds  (property) shall comprise the following:
  • ​​​Public funds allocated to the GCS in the Government's Annual Budgets.
  • Movable and immovable property transferred to the GCS from other Government Organizations.
  • Revenues generated from GCS activities plus the gifts, assistance, grants and donations received by the GCS.
These resources shall be deposited in separate bank accounts and shall be spent in accordance with financial regulations.
Article (11):
GCS shall have its own independent budget which will be issued in accordance with the procedures for issuing the Government's General Budget.
The GCS fiscal year will correspond to the Government's Fiscal Year.
Article (12):
Without prejudice to the right of the Public Audit Bureau in auditing the GCS accounts, the GCS BOD may appoint one or more auditors or auditing bodies with license to operate in the Kingdom and shall accordingly fix his(their) compensation. If more than one auditor is involved, they will share joint responsibility for their work with GCS. The auditor's report shall be submitted to the BOD with copies provided to the Public Audit Bureau and to the Ministry of Defense and Aviation and General Inspectorate.
Article (13):
This Organization shall be published in the Gazette and shall enter into force upon the elapse of 60 days from the date of publication.​​
